Security of Convoys. Note by Secretary

1 Jun 1941

As regards Mr. Pike's second point, I should mention that about the end of last year the Canadian Government put forward a suggestion that the names of ships should be omitted from shipping documents and should be replaced by cypher symbols. After consideration of the matter here, they were informed that the arrangement suggested would inevitably create serious confusion in the shipping world without ensuring corresponding security. The question was discussed at meetings at the Admiralty, at which the Ministry of Shipping was represented by Paymaster-Captain Bennett.
