Haile Selassie, the Ethiopian leader, had used speeches during the visit to criticise British policy in Rhodesia, which had been echoed by Stoica. The countries had agreed to upgrade their diplomatic relations to ambassadorial level, and to pursue closer economic and cultural relations. The communiqué adopted at the end of the trip had been forced to use "Orwellian" language, as previous communiqués had criticised the use of force to settle international disputes, but anti-imperialists in Rhodesia had since been using weapons.
