A file containing documents concerning Romanian relations with Ethiopia. Matters covered in the file include a visit to Ethiopia by Chivu Stoica, the Romanian president. The despatch from the British embassy in Addis Ababa reports that the visit had made little impact; that there had been large, conscripted crowds; and that Stoica had paid a variety of visits to educational, medical, and industrial establishments. Haile Selassie, the Ethiopian leader, had used speeches during the visit to criticise British policy in Rhodesia, which had been echoed by Stoica. The countries had agreed to upgrade their diplomatic relations to ambassadorial level, and to pursue closer economic and cultural relations. The communiqué adopted at the end of the trip had been forced to use "Orwellian" language, as previous communiqués had criticised the use of force to settle international disputes, but anti-imperialists in Rhodesia had since been using weapons.
