The correspondence discusses West German concerns that the Ethiopian leader, Emperor Haile Selassie, is to grant recognition to East Germany and that this would then be imitated by other African nations. The Emperor is to discuss his plans with various leaders during a forthcoming tour. Further correspondence covers the views of officials in Guinea and Mali; and those of British embassy officials in Ethiopia, who are unable to substantiate the rumours.
