The documents discuss the suspension of negotiations between the Bulgarian and Greek governments regarding the settlement of debts owed between the two countries; and the Greek government's claim that they will not resume negotiations until progress is made on the settlement of reparations owed by Bulgaria to Greece under the Paris Peace Treaties, a series of treaties signed in 1947 to settle the post-Second World War fates of the minor Axis powers. The documents also cover an accusation in the Greek press that whilst the Bulgarian government has been campaigning for a nuclear-free zone in the Balkans, they have authorised the construction of three Soviet bases in Bulgaria that can to be used to fire nuclear missiles; and the Greek government's decision to recall its chargé d'affaires in Sofia in protest against "Bulgaria's 'provocative attitude' towards Greece".
