The file contains a report from the United States State Department on the Soviet-bloc exchange programme, noting the Soviet policy of increasing the number of delegations to and from the communist countries; the failure of Soviet attempts to sign an agreement with the British Council after the latter insisted on the lifting of censorship as a condition; and the small numbers of Western tourists visiting the Soviet Union. The report contains tables of delegations of various types sent out by the communist countries. The file also contains a report on a meeting of the foreign ministers of East Germany, Poland, and Czechoslovakia, after which they issued a communiqué protesting against West German rearmament; and a speech by the British prime minister, Harold Macmillan, in which he rejected unilateral nuclear disarmament and spoke of the ideological battle between democracy and communism.
