The documents cover a decision to further regulate the distribution of visas to Soviet inspectors, technicians, and trainees working with British firms, due to concerns that they are abusing the system by working alongside the Soviet trade delegation in London. Other documents in the file include the text of a Foreign Office circular that has been sent to British companies explaining the situation; the response of companies employing Soviet contractors; and the appeals of British companies in the engineering, oil, and machine-building sectors, which fear that the loss of Soviet contractors will affect their business in the Soviet Union. The file also includes timesheets from two contractors; an administrative questionnaire; and lists of British businesses to which the circular has been sent.
