The documents cover a proposed visit to Portsmouth by the Soviet destroyer Obraztsovy, accompanied by the Commander-in-Chief of the Baltic Fleet, Vladimir Mikhailin, which was later postponed. The visit was to have included meetings with British naval officers, a tour of London, and visits aboard British naval vessels. Soviet authorities cancelled the visit following concerns over the situation in the Middle East.
